Xena-2 Release for python-cinderclient

This is the Xena milestone-2 release for python-cinderclient,
released as version 8.0.0.  It removes support for the Block
Storage API version 2, which was deprecated in Pike by change
I913c44799cdd.

Removing v2 support from the cinderclient was discussed on the
openstack-discuss mailing list:
