release os-vif 1.13.1

os-vif 1.13.0 had a resource leak which was adressed by change I37ee291c22c2c3933ee229bfc939a4481898626c. This change releases the fix for bug #1807949 and has no other changes form 1.13.0. Change-Id: I01b54d5d328e96a3b660bbaaab45d8caee881f01 Related-Bug: #1807949
