cinderlib: End of Life for stable/ussuri 

Change I3860f7f77c1e put the ussuri branch of cinderlib into Extended
Maintenance on 2021-11-16.  Currently, the CI is running only one
functional job in excess of the required unit test and pep8 jobs.
All changes into the stable/ussuri branch since it was tagged -em
have been non-functional, which we interpret to mean that there is
no demand for keeping this branch open.  Thus we propose that the
branch be tagged ussuri-eol and then be deleted.
