Subject: [PATCH] Release patrole for 2023.1 cycle

We did not merge any change in patrole
since last six month so using the same hash
of zed (version 0.15.0) release.

This project is going towarsd inactive state
and in coming vPTG we will discuss to retire
it in next cycle.
