Release ironic-tempest-plugin 1.0.0

This is the first ever release of ironic-tempest-plugin. It contains
the complete tempest test suite, migrated from ironic and ironic-inspector
source code trees. Setting version straight to 1.0.0 as it's already
used in the CI.
