Subject: [PATCH] EOL Kayobe Queens

Kayobe Queens had no releases and no deliverable file and thus was
missed when other Kolla deliverables were EOLed.
The team has treated the branch as EOL.
No mail notification is being sent for this as to avoid potential
confusion.
This is done to EOL Train properly.
