'Independent' PowerVM items no longer released

Browse Source 
nova-powervm and networking-powervm used to be released as independent
deliverables, but they switched to being cycle-tied in Rocky. Now they
are handled by a SIG. Let's mark them as end-of-life in the independent
deliverables list on releases.o.o.
