[zun] Transition 2023.1 Antelope kuryr* to Unmaintained

This branch reached the end of its official stable maintained period,
hence this patch transition stable/2023.1 branch to Unmaintained.

Also update the team membership for those kuryr and kuryr-libnetwork
deliverables that are still maintained, as that was missed when these
transitioned to zun governance.
