[barbican-tempest-plugin] Tag 2023.2-last

2023.2 branch is EOL now. Tempest and tempest plugins
are branchless which means master version of Tempest and
its plugins can remove support for EOL branches.

Tagging '2023.2-last' with the hash used in the 4.3.0 version

- 983e514bce/deliverables/epoxy/barbican-tempest-plugin.yaml (L20)
