Add existing yaql releases info to releases repository

YAQL is an independently released library, that is used by a number of
openstack projects (murano, mistral, heat, fuel) and is already present
in global requirements. We would like to start making new yaql releases
through releases repository. This commit contains information on all non-beta
releases yaql had so far.
