Clarify where project files go

The documentation doesn't currenty state where projects tagged
with a release:* tag should be placed in the repository.  Clarify
that for folks new to the releases repository.

Deliverable repositories for projects tagged with
release:cycle_with_intermediatry or release:cycle_with_milestones
should be placed in their respective releases within the

directory. Deliverable repositories tagged with release:none have no
release and are not tracked in this repository.
