Add xstatic-angular-fileupload first release via the releases repo

This commit releases the xstatic-angular-fileupload packages which
did not use the releases repo in past releases. It adds the yaml
file for xstatic-angular-fileupload as an independent deliverable.
This deliverable was added to governance repository in this cycle [1].
