No more releases from non-OpenStack project

As discussed in the horizon weekly meeting[1] and announced on
open-discuss ML [2], Horizon team decided to retire
xstatic-font-awesome project from the OpenStack umbrella and
contributors from MoinMoin going to maintain this project under
python-xstatic[3].

xstatic-font-awesome used to be released under a cycle-independent
release model, but they are not part of OpenStack governance anymore[4],
and development seems to have stopped.
Mark them 'release-model: abandoned' so that they show as EOL
in releases.o.o.
