Make cinderlib an "other" deliverable

We typically don't do cycle-trailing libraries (as libraries are things
openstack deliverables depend on). That makes cinderlib a bit of an odd
case, which makes it trigger lots of alarms in the release process.

Make it a "other" deliverable instead.
