Release castellan 3.0.2 for ussuri

A new CLI option was added to verify the SSL path and solve an issue
[1].

Unfortunattely we can't propose a minor release because 3.1.0 is already
in use on victoria [2].

Also backport new feature and options on stable is something that we
want to avoid but here if this option is not given by operator then the
behavior stay consistent with previous versions, so I don't think it can
hurt.
