Subject: [PATCH] Release horizon 20.0.0 (Xena)

This is the first release for Xena. Cinder v2 support is dropped in
the horizon during Xena cycle by [1]. So the major version is bumped.
The main motivation of this release is horizon plugins can consume
cinder v2 removal support.
