Release python-troveclient 3.0.0

Reason for the major version bump: https://review.opendev.org/#/c/681425/ introduced a backward incompatible change that trove CLI only supports one item for the ``--nic`` parameter. Change-Id: Id79e06af6a0c342a0c19e5757dfd2b24735fe5d3 Story: 2006500 Task: 36578
