Initial Victoria release of manila-tempest-plugin

manila-tempest-plugin is a branchless tempest plugin
project maintained by the OpenStack Manila community.
It contains test cases that are executed against stable
branches of manila, all the way back to stable/queens.

Some downstream distributions (e.g.: RDO) only package
tagged versions of this test plugin and
do not rely on the tip of master, as we expect them to.
This requires the team to cut newer releases when
bugfixes come along.

This version of manila-tempest-plugin includes bugfixes
to seek network resources from tempest rather than creating
networks on the fly, add security services to share
networks created by manila-tempest-plugin (bug #1699856),
stop forcing the creation of dynamic test credentials
(bug #1883795), skip snapshot cloning if no capability,
skip tests for incompatible access types, storage
network fixes and new test cases for native cephfs.
