Xena release governance fixes

Governance consistency checks revealed that:

- No Xena deliverable file was present for glance-tempest-plugin,
  despite it being definedin governance and released in wallaby.
- A deliverable file was present for sushy-cli, despite it being retired
  in governance.

This commit fixes both issues by adding the missing file and removing
the extraneous file.
