Patch Set 1:

The tools for managing releases are in the openstack-infra/release-tools repository. For the client library, you want to look at release_postversion.sh. For the service, you might want intermediary.sh or milestone.sh/rccut.sh depending on your release model. Have a look at the README in that repo and then drop by #openstack-relmgr-office on IRC and we can chat about the differences if you have questions.
