mistral-extral: Create a new yoga release

The mistral-extra package can't be installed because the dependent
python-glareclient library can't be installed with the stable/yoga
requirements.

This change creates a new release which is no longer dependent on
python-glareclient[1], to resolve the conflicting requirements.
