puppet: Create ocata/pike-eol tag for puppet-openstack-integration

The stable/ocata branch and the stable/pike branch of puppet repos
have been EOLed[1]. This creates eol tags for p-o-i repo so that we
can retire Ocata and Pike for that repo as well.
