This transition the ussuri branch to extended maintenance.
Changes for bugfixes and things the team deems important are
still encouraged, but there will no longer be official releases
off of the branch.
Please +1 if the team is ready for us to proceed with this
transition, or -1 if there are any final backports currently in
flight that we should wait for. For the latter case, please
update the patch with the new commit hash after doing a final
release to get those changes out so we know to proceed with the
transition.

Change Ib1088af1e56e083ee20e8b1623ec7d0fb4335334 merged the
OpenStackClient and OpenStackSDK teams into OpenStackSDK, follow this
for all deliverables.

This release picks up [1], which is a feature; but also is the first
release since dropping py2 support (via [2]), hence the major bump.

This picks up unreleased changes in osc-lib.
The cycle-with-intermediary deliverables are good to release frequently
whenever there are functional changes to be released. Feel free to -1
this patch if there are additional changes that should be included in
this release or if it is not a good time to do it.

OSC and SDK teams use storyboard as bug trackers.
This commit updates the bug tracker information.
The bug tracker of openstacksdk was wrong.
It pointed to openstack/shade (760). It is also fixed.
