This transitions the ussuri branch to extended maintenance.
Changes for bugfixes and things the team deems important are
still encouraged, but there will no longer be official releases
off of the branch.

The stable/ussuri branch is soon to enter Extended Maintenance
phase [0], so here are the final releases in the ussuri series:
- cinder: release 16.4.2
- os-brick: release 3.0.8
- python-cinderclient: release 7.0.2
The other Cinder deliverables do not require a new release.
For the record, their final ussuri series versions are:
- cinderlib: 2.1.0
- python-brick-cinderclient-ext: 1.0.2
