With the new resolution '2023-07-24 Unmaintained status replaces
Extended Maintenance' [1] the last 3 EM branches (Xena, Wallaby,
Victoria) will transition to Unmaintained, but older branches (Ussuri,
Train) should move to End of Life unless someone steps up as maintainer
of this branch for this project.
To signal this, please add a -1 for this patch if you or the team want
to keep this branch open for further maintenance.
If there is no response from anyone within a reasonable time frame,
then PTLs/release liaisons will be asked to confirm the EOL transition
with their +1.

In March governance accepted [1] the owner change of the two
deliverables, so replace owner team name in our yamls, too.

This transition the ussuri branch to extended maintenance.
Changes for bugfixes and things the team deems important are
still encouraged, but there will no longer be official releases
off of the branch.
Please +1 if the team is ready for us to proceed with this
transition, or -1 if there are any final backports currently in
flight that we should wait for. For the latter case, please
update the patch with the new commit hash after doing a final
release to get those changes out so we know to proceed with the
transition.

Final ussuri non-client lib release for the April 2 deadline.
Please leave +1 if we are all set and can proceed. Leave -1 if we
need to wait a little bit longer for something final to land,
then update it with a better commit hash to use for the release
when ready.
Patches with no response will be approved a few days after the
deadline.

This picks up unreleased changes in tosca-parser.
The cycle-with-intermediary deliverables are good to release frequently
whenever there are functional changes to be released. Feel free to -1
this patch if there are additional changes that should be included in
this release or if it is not a good time to do it.
