Use "edit-deliverable import-eol-tag" to record the information about
all of the existing newton-eol tags.

We've deprecated per-release highlights and are now removing them.
We also now require repository-settings for deliverables. This adds
the one and removes the other.

Add final release tags for all of the deliverables following the
cycle-trailing release model and using pre-release versions.

We think this is final and expect no more changes to stable/newton prior
to OpenStack Summit, atleast not that would impact the release team.
We will still tag 3.0.0 from this git tag when the deadline Doug had
originally stated hits.
