Use "edit-deliverable import-eol-tag" to record the information about
all of the existing newton-eol tags.

We've deprecated per-release highlights and are now removing them.
We also now require repository-settings for deliverables. This adds
the one and removes the other.

for the sad story on how we ended up bumping minor version on a stable
brunch. TL;DR the minimum requirements for one vendor was broken and
never worked in reality. Thus, the expected practical impact of the
version change is quite small.

We backported the install guide to newton, and updated the devstack
plugin to use the ironic branch of IPA. While this doesn't affect people
just installing from 6.2.0, debian adds the doc to the package and the
devstack thing could be used. Release early, release often :)
