qinling was added, and an alias was added for magnum. Also, code was
added to be lenient about people requesting info about service types
with underscores instead of dashes.

Bugfix release dealing with exception handling inside of the
TaskManager. The issue was encountered in production for nodepool and is
a fix to remediate that issue.

Change I3cc38afd80eb41200c7269a3039e87f01156eaab switched this tool to
generate a yaml file for driving the release schedule page. That also
removed the ability to generate an etherpad formatted output, but the
option was not removed. This cleans up the unused option.

Sometimes creating the branches immediately for projects can comes as a
surprise and cause a little extra work with backports when they have
critical fixes to include with a requirements FFE. To avoid some of
this, change the branch creation policy to allow it at freeze time but
do not enforce it as a requirement. Then create the branches for any
missed deliverables closer to the end of the cycle.

As discussed in the team meeting on 3 Aug, both Freezer and Searchlight
missed enough milestone deadlines this cycle to be dropped from the
official set of projects for the release. This patch removes the
deliverable files for those projects.

In testing close to the end of Rocky we have found
some bugs in cinderclient. One of those bugs broke
the Horizon's volume interface and left volume_transfer
functionality broken. This release is being done to
fix those issues along with some other minor bugs.
