Teams tend to forget about clean up their unnecessary jobs or unused
special nodesets, etc. This patch adds a notification for the teams
to the process guide at week R-3.

This creates the stable/2024.1 branch for all client and non-client
libraries now that we are past the library freeze.
Note that branching deadline was last week, so please respond as soon
as possible with a +1 (or -1 if for example a gate fixing patch is on
the way).
This patch will be merged, if there is no response from the team before
Friday.

This release picks up new commits to cinder since
the last release from stable/zed.
This is being proposed as a convenience to help make sure stable
changes are being released. If the team is good with this going out,
please respond with a +1 to let the release team know it is OK to
proceed.
If it is not wanted at this time, or if there are more changes that
would be good to get merged before doing a stable release, please
leave a -1 with a comment with what the team would prefer. We can
then either abandon this patch, or wait for an update with a new
commit hash to use instead.

With the new TC resolution the community replaces Extended Maintenance
with Unmaintained status [1].
As most of the projects are ready with the transition [2], this patch
sets Xena, Wallaby and Victoria releases as unmaintained.
Note that branches are still open for bug fix backports, but NOT
supported or maintained by the project teams themselves (see details
in TC resolution [1]).

This creates the stable/2024.1 branch for all client and non-client

If the team wants to wait for a specific patch to make it to the
library (for example if the gate of the deliverable is broken and
needs to be fixed before branching), then someone from the team can
-1 the patch to have it held, or update that patch with a different
commit SHA.
Patches with no response will be merged by Friday, 08.

So this patch transitions victoria, wallaby, and xena EM branches to
Unmaintained as follows:
- tip of the given branch will be tagged with <series>-eom tag
- unmaintained/<series> branch will be cut from <series>-eom tag
- stable/<series> branch will be deleted
Some further notes:
- stable policy still applies
- backports can be pushed against unmaintained/<series> branch
- openstack-unmaintained-core group have the rights to merge patches
