I can never remember what the option --no-shortcut is called, so add
aliases --force and -f which are the more common name for this sort of
option.

For list-changes and the announcement emails we want to ignore any
local cache file created when a package was built and scan the git
repository again. The cache file is meant to be used by the consumer
of the package being released, but we have the git repository so we
don't need it and ignoring it will ensure we have the correct notes in
any announcements.

Numerous commits have landed since we released 1.13.0 and we're now
ready to consume them with a new neutron-lib release.
This patch proposes we release neutron-lib 1.14.0.

openstacksdk was renamed from python-openstacksdk and was migrated to
storyboard. Update the deliverables files to reflect this. Also, remove
tarball-base settings, since the repo now produces expected tarballs.

Reno produces anchor references for sections automatically now, and
those don't have URIs set up so we want to ignore them. If we do have
another target that does have a URI we want to include that, so test
whether we have the URI before including the target info in the
output.

A seemingly-trivial change updated the URL for the
XMLRPC Pypi service from https://pypi.python.org/pypi
to https://pypi.org/project, while the XMLRPC service
lives at https://pypi.org/pypi. This resulted in
systematic validation failures.
