This release picks up new commits to python-octaviaclient since
the last release from stable/train.
This is being proposed as a convenience to help make sure stable
changes are being released. If the team is good with this going out,
please respond with a +1 to let the release team know it is OK to
proceed.
If it is not wanted at this time, or if there are more changes that
would be good to get merged before doing a stable release, please
leave a -1 with a comment with what the team would prefer. We can
then either abandon this patch, or wait for an update with a new
commit hash to use instead.

This is a first pass at adding release note links for projects that have
landed a train release note landing page. Follow on patches will need to
be done to pick up more as they come.

This patch releases the train series 1.10.0 version of
python-octaviaclient.
It also creates the stable/train branch.

The YAML 1.2 spec was released in 2009. It's probably been enough time
that it's safe to move to it.
The only issue for out YAML usage was 1.2 dropped the use of Yes, No, On,
and Off as valid boolean values.
