We need to release 15.5.0 instead of 15.4.0 for Train because we had broken code in that release since Designate has removed the pool-manager [1]. We fixed our testing in [2] and deprecated that code and added a release note in [3]. See the release patch that updates the metadata [4] which holds the complete patch chain.
