There is a change in the placement functional test fixture which is needed by the Nova functional test - I7e94d107962efdd7779733375327f5c8248c7087 releasing an intermediate version of placement so that we can use that in Nova testing. Change-Id: I1739968794382c8861031236d4c7754b47fb9638
