With the new TC resolution the community replaces Extended Maintenance with Unmaintained status [1]. Since the senlin project has been marked as inactive by the TC, this patch transitions victoria, wallaby, and xena EM branches to EOL. This will also help resolve the zuul config errors that currently exist for these branches.
