Switch all Train deliverables with type tempest-plugin to the new cycle-automatic model, ensuring their automatic release once (and only once) at the end of the release cycle. This is a default setting. Projects that want to do multiple tempest plugin releases this cycle can switch back to the cycle-with-intermediary model when they push their release request.
