Doug Hellmann c4c607b6fd switch deliverable content errors to warnings ... Forcing the deliverables to match the governance repo means that sometimes patches that do not touch deliverable files fail when the governance repo is updated. For now, convert the errors to warnings until we can re-evaluate a better way to deal with deliverable makeup changes.
