This is a first TripleO release in Newton cycle.
* Create yaml files for each project we release.
* Put the yaml files in newton directory, since we now follow
release pace and use trailing model.
* Switch to a consistent release tag:
- 5 (newton)
- 6 (ocata)
- 7 (p) ...
Note: instack-undercloud and instack are missing because no release job
specified in zuul layout. A patch will follow soon to release them.
