Adam Gandelman 5dc65fdfb7 Add Astara mitaka deliverables

Astara is a non:release-managed project. We just cut our m-1
tags across the 4 Astara repositories.  This adds new deliverable
files that records those as per [1].

Patches to remove version from setup.py as follows:

    * astara: https://review.openstack.org/255033
    * astara-appliance: https://review.openstack.org/255034
    * astara-horizon: https://review.openstack.org/255035
    * astara-neutron: https://review.openstack.org/255036
