Thierry Carrez 688914aa29 Add missing Tripleo stable/ussuri branches

os-collect-config 11.0.0 and tripleo-ipsec 9.3.0 both did not have
a stable/ussuri branch cut around ussuri release time at [1].

Since further tags were pushed on master since then, cut stable/ussuri
at the same point stable/victoria was cut, which should resync tag
history with the releases they belong to.
