This file actually is not required to be executable. And openstack_releases/cmds/validate.py is a module rather than a script, it has main entry but will only used by `validate-request`, hence doesn't need to be executable as well. Change-Id: I8791728b296eef1ba60b064fa3a643e839665b1c
