ZhiQiang Fan 8d54b2078d [Trivial] Remove executable privilege of setup.py
This file actually is not required to be executable.

And openstack_releases/cmds/validate.py is a module rather than
a script, it has main entry but will only used by
`validate-request`, hence doesn't need to be executable as well.
