Matt Riedemann ad20bccac9 mitaka: release python-novaclient 2.31.0

I26a33dc4a6af9093937e475ce15571d233984ddb is the 2.30.1 release on
stable/liberty for bug 1501435. We have to use the 2.31.0 version here
to make a clean break from liberty. A minor version bump is probably
also warrented for 3350a5713da9b75100d94a87908f6cb4184eb240.

Change log since 2.30.0:

abd0630 Always send volume_id when booting with legacy bdm
3350a57 Change default service_type for volumes managers
0455932 Split functional tests for legacy(V2.1) and microversions
2793331 Specify api_version for functional tests
3e99d3f Improve help strings
