We have added release notes jobs for oslo libraries in project-config, but can't generate release notes link for all of them, need land new commit before generating the link. Add release notes link for following libraries: debtcollector futurist oslo.cache oslo.concurrency oslo.config oslo.context oslo.db oslo.i18n oslo.log oslo.messaging oslo.rootwrap oslo.serialization oslo.service oslo.utils oslo.versionedobjects oslo.vmware Will push another commit to add release notes link for the rest of oslo libraries.
