nodejs4-publish-to-npm is a Zuul layout template that contains jobs to publish tarballs for Javascript projects. We want to add this template support in the list of release jobs types so we can also release Javascript projects. Change-Id: I63c06a5cd5ce696ef2446968614ce5bc54096ded
