Change murano and murano-dashboard's release model back to cycle-with-milestones. Team discussed this change back at the PTG. Murano changed release model to cycle-with-intermediary during ocata cycle, envisioning faster shorter releases. We didn't have much activity during ocata however. We would like to return to a more familiar and predictable release model. Change-Id: I317c7eb3ffe4fe6e983ebfc779b12419336b0137
