Tony Breeds fb6bf92c54 Xstatic packages are published to pypi.

The Xstatic packages are published to pypi but are missing
include-pypi-link from the yaml file.  This was noticed as the recent
releases of xstatic-angular-smart-table did not generate the
'new-release' upper-constraints.txt updates.

Fix that.
