ghanshyam d6429a7fb5 Release python-openstackclient 3.16.1 (Rocky) ...

Current version 3.16.0 of osc is not compatible with
python-cinderclient Rocky version.

We fixed that by backporting the master fix to Rocky

This commit release the new version of osc for Rocky which includes
the fix.
