elajkat 7a7b4a9ecd [vpnaas] Transition stein, rocky, queens, pike to EOL

This patch transitions stable/stein, stable/rocky, stable/queens
and stable/pike branches to End of Life. This was discussed on Neutron
CI meeting (see [1]) and a mail was sent out to the community (see [2]).
These branches cannot be used anymore and will be deleted if this patch
merges.
