Streamline published release notes

reno isn't really doing stable branches anymore, but its release notes
are set up like it is. Remove 'mainline' title from the primary section.
Then update the 'Newton Series' title to 'Newton and Earlier' to
indicate it's not just capturing Newton itself, but really everything
before 2.0.
