Blacklist broken Babel releases
Babel 2.3.2 failed to parse horizon. Babel 2.3.3 fixes this but breaks all python projects, the log-level log files contain far too much content ;( From https://github.com/python-babel/babel/issues/388: * versions 2.3.0..2.3.2 break multiple -k/--keywords arguments for pybabel extract * version 2.3.3 breaks the single -k/--keywords argument accepted by distutils extract_messages Blacklist all these versions, and downgrade constraints.
