Don't limit use of importlib-metadata to Python < 3.8
importlib-metadata is a rolling backport of importlib.metadata from stdlib. Some people might want to use it to take advantage of new functionality [1]. We shouldn't prevent them doing so. This is very similar to what lifeless for the mock library - itself a rolling backport - in change Iff09ab8c5ee4c2f0cf88596f084d6b5b340be8d8.
